Felonious OSU applicants only undergo background check if forth-coming with crimes

The Lantern recently published an article detailing the fact that admission applicants only undergo background checks if they have disclosed a felony on their application. Is this the best way to protect all of the current students? Many Universities screen all applicants. It can be free of charge to the university if you have the applicant pay for their own background checks as part of the application.
